Why ClearRegs exists

Compliance is not a document you produce at the end of a job. It develops across a project: a decision at concept, a dimension fixed at technical design, a specification changed on site. Most teams hold that across drawings, schedules, email and individual knowledge, which works until someone needs to see how a particular requirement was addressed.

Changes to the building safety regime have raised the stakes. The Building Regulations 2010, as amended in 2023, set out duties across five roles on a project: the client, the principal designer, designers, the principal contractor and contractors. Depending on the building and the procurement route, an architect may hold the principal designer role under those regulations, under the Construction (Design and Management) Regulations 2015, or both. Whichever applies, being able to show how requirements were addressed matters more than it once did.

So we built ClearRegs Projects: a compliance register organised around RIBA Plan of Work stages, where each requirement carries an owner, a status, supporting evidence and an audit trail recording how it has been addressed. It is there to help you manage and demonstrate compliance. It does not determine or guarantee it, and it does not stand in for professional judgement or for building control.

That record is only as good as the regulatory material behind it. The Approved Documents are statutory guidance rather than the regulations themselves, and they are extensive: around twenty volumes, frequently amended, cross-referencing each other and split by building type in places. ClearRegs Search retrieves from the indexed sources and cites each answer to its source document and section, so an entry in the register can be checked against the material it came from. It also works as a research tool in its own right.

Join the project’s shared tracker and see the requirements associated with the packages you manage. As construction progresses, update each item and attach photographs, certificates, datasheets, inspection records and other supporting information.

Recording evidence as the work happens creates a clearer account of how each requirement has been addressed and helps identify missing information before work is covered up.

Every update is attributed to the person who recorded it and dated, creating a traceable project history through construction and handover. This supports the Principal Contractor in managing and documenting their duties, but does not itself determine that the work complies.

Appoint the Principal Designer and Principal Contractor in writing, satisfy yourself that they are competent, and make arrangements to see that the work complies. Join the project register to follow progress and keep a record of how those arrangements were carried out.

You do not have to run the register to see it. As a member of the project you can follow which requirements are settled, which are still open and which stage they sit at, without waiting for a report. The same record exports as a schedule for handover.

The Building Safety Act 2022 changed how buildings, and the people responsible for them, are regulated in England. The Building Regulations 2010, as amended in 2023, place duties on five roles: client, principal designer, designers, principal contractor and contractors. For higher-risk building work the Building Safety Regulator acts as the building control authority, and additional approval and change-control requirements apply. The duty to take reasonable steps toward compliance applies to all building work, not only higher risk buildings, and with liability now running for years longer, being able to show how requirements were addressed matters more than it once did.

How the project allowance works

Plans are based on the number of projects you have active at any one time, rather than the number of people working on them. Inviting engineers, contractors or any other stakeholders, up to your plan's team limit, does not increase the price.

When a project is complete, simply archive it. Archived projects remain fully accessible and readable but no longer count towards your active project allowance. If you reopen an archived project, it counts towards your allowance again. This means you only pay for the work you have live.

If you need a little more capacity without moving to the next plan, you can add a pack of five active projects at any time.

Each plan also includes a monthly ClearRegs Search allowance, pooled across your account and set comfortably above typical usage. If you approach your allowance, we will let you know before access is affected.

Archived projects remain accessible for as long as you maintain a paid plan.

Yes. The document library is updated whenever MHCLG publishes new or revised Approved Documents. We record the edition and amendment date of each indexed document. Which edition applies to your project can depend on transitional provisions, so confirm the applicable version for your own work.
No, and it is not designed to. Building control approval is a statutory decision: only a building control body, or the Building Safety Regulator on higher risk work, can grant it. A consultant brings judgement about your particular project, which no software supplies. What ClearRegs holds is the work in between. The register keeps every applicable requirement across the RIBA stages, who is responsible for it, what was decided and the evidence behind it, with cited research underneath so each entry traces back to its source. It organises and evidences the compliance work. The judgement stays with your team, and the statutory decisions stay with building control.
ClearRegs answers are grounded in specific passages retrieved from the indexed regulatory documents and cited back to them. Every answer carries the document and page it drew on, so you can check it against the source rather than take it on trust. If no relevant passage is found, ClearRegs is designed to say so rather than fill the gap with plausible but unsupported guidance. It is a research tool, not a substitute for professional judgement: responsibility for a compliance decision stays with the person making it, so verify anything you are going to rely on.
Yes. The Building Safety Act 2022 is indexed and searchable alongside the Approved Documents. On a Higher Risk Building you can record BSR Gateway status for the project and tag which Gateway each requirement belongs to. To be precise about what the register does: it does not hold a checklist of the Principal Designer's statutory duties. What it gives you is the evidence that they were discharged, a staged and timestamped record of what was decided, by whom, and on what basis. Full BSA 2022 and Building Safety Regulator guidance will be indexed ahead of the next platform release.
The people you invite to that project, and nobody else. Access is per project, not per practice, so inviting a contractor to one job does not show them the rest of your work. We do not sell data and we do not use your project content to train models. When you ask ClearRegs Search a question, the question itself is sent to our AI providers to produce the answer, so treat a question the way you would treat an email to an outside consultant. Everything else, including your register, drawings and attachments, stays on our infrastructure. The privacy notice sets out every provider by name.
You can export the compliance schedule and a full evidence pack as PDF at any time, on every plan. That is the record you would hand to building control, and it is yours to keep. Files you uploaded can be downloaded from the project individually. A single archive of the whole project, original files included, is not built yet, and it is on the list.
Nothing is deleted the day a subscription ends. The account becomes read only for 30 days, so you can still open every project and export the schedule and evidence pack. Export before you go and you keep the record regardless. After that period the project data is removed. We will not hold a compliance record hostage to get you to renew.
No. You answer a few questions about the building, and the register is created already populated with the requirements that apply to it, so you are editing a real starting point rather than a blank page. A short guided tour runs the first time you open a project. Judging whether a requirement is met is still your call, which is the part that needs your expertise.
